JUDICIAL COUNCIL ALLOCATIONS TO TRIAL COURTS

Information regarding the TCTF and General Fund


 At its July 28, 2017 meeting, the Judicial Council will consider recommendations from the Trial Court Budget Advisory Committee regarding 2017–2018 Trial Court Trust Fund (TCTF) and General Fund allocations to trial courts. Attachment A provides a summary of each court’s recommended base and one-time allocations for 2017–2018, and Attachments C through F provide details. The 2017–2018 WAFM spreadsheets are included for your reference in the workbook and can be found on Attachments F - P. To assist courts in budgeting the allocations for the Schedule 1, Attachment B displays the recommended allocations by their associated General Ledger account. To assist courts with estimating their monthly distribution for cash flow planning, please see the attached updated workbook (bud-1718-base-distro-est) that provides the estimated monthly base distributions related to the TCTF, ICNA, and General Fund benefits allocation (GL 812110 and 816111). The Trial Court Budget Advisory Committee’s report to the council will be posted online on July 20 and will provide helpful discussion and detail behind the allocations. In addition, please note the following:

  • The preliminary reduction for fund balances above the 1% cap are still pending courts reporting preliminary 2016–2017 year-end fund balance information. Courts have until July 14 to report this information.
  • Final allocations for $114.7 million in existing and $22 million in new Court Appointed Dependency Counsel funding are pending caseload filing information which is expected to be finalized July 21.


As a reminder, California Rule of Court 10.620(f) requires trial courts to provide notice no later than 15 court days after “[r]eceipt of the annual allocation of the trial court budget from the Judicial Council after enactment of the Budget Act.” Notification will be provided to the courts shortly after the Judicial Council’s meeting on July 28, 2017, meaning courts will need to provide notice no later than August 18, 2017. A court can provide notice by doing one of the following:

  1. posting the July 28, 2017 notification email and Attachment A of the attached workbook;
  2. posting the link to the July 28, 2017 Judicial Council report (Note: the meeting minutes reflecting the council’s actions regarding allocations will not be available prior to August 18, 2017); or
  3. posting the August 2017–2018 distribution #2 memo and the allocation table when sent to the courts on August 15, 2017.
